Project Update on November 16, 2018

  • Schedule:  Construction will not begin fall of 2018. Permitting of this beach restoration/safety project has taken much longer than expected. Progress has been made during the past year; however, the remaining permits will not be completed in time to proceed with construction during the allowed 2018 work windows. Upon completion of the permitting process and the right-of-way certification by FHWA, the construction schedule will be announced.

  • Construction:  After all permits have been issued and the right-of-way has been certified, a contractor will be selected through the competitive bid process. Construction will occur between Labor Day(Sept) and Memorial Day (May) to avoid the summer tourism season.

  • Right-of-Way:  Whatcom County is finalizing negotiations with the remaining property owners. Due to the unanticipated length of time required by the permitting process, updates to the temporary construction easements will be required on a number of parcels.

  • Permits:  The outstanding reviews and permits are as follows:
a) NEPA review
         b) Department of the Army - Standard Individual Permit
        c) Shoreline Substantial Development Permit

  • Design:  Plans are at 95% complete. Finalization of the construction plan set will occur once the NEPA review is complete and the right-of-way has been certified.
We sincerely appreciate the public's patience as we work through all the requirements of this federally funded project.
