There are two Shellfish Protection District Advisory Committees: Drayton Harbor and Portage Bay. The advisory committee for the Birch Bay Shellfish Protection District is the Birch Bay Watershed and Aquatic Resources Management Advisory Committee (BBWARM). The purpose of the shellfish protection districts is to provide services to citizens experiencing nonpoint pollution of surface water drainages and coastal waters and to implement those portions of the Drayton Harbor, Portage Bay, and Birch Bay closure response strategies necessary to allow removal of the Drayton Harbor, Portage Bay, and Birch Bay downgrades and maintain year-round shellfish harvest. The duties of the Advisory Committees are to advise the County Council on the proposed actions and operations relating to the restoration of water quality in these watersheds.
Each advisory committee has 11 members, including two positions available for tribal representation. Nine members are appointed by the County Council
