Purpose

Planners for the County and the cities will work together to estimate the capacity of the urban growth areas (UGAs) to accommodate housing needs and projected employment growth over the 20-year planning period (through the year 2045) for the 2025 Comprehensive Plan update. Based upon recent amendments to the Growth Management Act, the land capacity analysis will have new features addressing:

• Land for permanent housing by income level
• Land for emergency housing and emergency shelters

The planners will develop a methodology to ensure that the land capacity estimates are done consistently across all UGAs.
