[ARCHIVED] Public Comments Requested for Proposed Green Apple Renewable Fuels Facility SEPA

The Department of Ecology (Ecology) and Whatcom County (co-lead agencies) invite you to review and comment on a State Environmental Policy Act (SEPA) checklist and associated documents for the proposed Green Apple Renewable Fuels facility. Before Ecology and Whatcom County make a threshold determination as part of the SEPA process, they are reaching out to tribes, stakeholders and other state and local agencies for input on environmental concerns, potential impacts and mitigation measures for the proposed project.

The Green Apple Renewable Fuels Project would entail construction of a facility designed to process fats, oils, and greases, such as used cooking oil, vegetable oils, and animal fats, to produce renewable fuels. The Green Apple plant components (buildings, piping, storage tanks, and roads) would cover approximately 18 acres of developed and undeveloped land within the Phillips 66 Ferndale Refinery property. This proposal will involve marine vessel, rail and truck transit of product to the facility as well as export of renewable fuels from the facility.
