Correct Email Address for COVID-19 Media Questions

As of March 20, 2020, send media inquiries related to COVID-19 to the Whatcom Unified Command Joint Information Center (JIC) at WUC_JIC@co.whatcom.wa.us.  Media releases from March 19 had an incorrect email address.
