Whatcom County has experienced some scheduling challenges putting together the draft 20-Year Capital Facilities Plan (CFP), otherwise known as Appendix E of the Comprehensive Plan, that will require extending our anticipated June 30, 2016 Comp Plan adoption date. Those challenges include gathering updated information from different UGA service providers, including city and special purpose district sewer, water and fire protection agencies, and integrating this information into the County’s CFP.
The CFP is among the last components for the County Council to consider as part of the 2016 Comp Plan Update. We have now prepared a draft 20-Year CFP and have scheduled a May 26, 2016 hearing before the Planning Commission. However, that means we will not be able to forward the Planning Commission’s recommended Draft CFP for initial Council presentation until June 14th , at the earliest. In order to give Council and the public adequate time to review the CFP (as well as finish Council deliberations on proposed Council changes, individual chapter public hearings and conduct the overall Comp Plan Update final public hearing), it is necessary to extend the public review time beyond the statutory deadline of June 30, 2016. The intent is to tentatively schedule Council adoption of the Comp Plan Update on or about July 26, 2016.
